The white powdery bloom that appears on rendered walls is efflorescence, and it is worth explaining properly because it is routinely mistaken for something a clean will resolve. It is not growth of any kind. Efflorescence is salt, present in the substrate, the render mix or the water used to make it, carried to the surface in solution as moisture moves out of a wall and left behind as a crystalline deposit once that moisture evaporates. Nothing about it is alive, and no biocide has any effect on it whatsoever. It appears most often on newer render within the first year or two, on walls that have been persistently wet, after a period of rain followed by drying, and on any elevation where water is moving through the fabric of a wall rather than off the face of it. Most of it weathers away on its own over a season or two as the available salts are exhausted. Where it keeps returning, that is worth investigating, because a wall producing efflorescence indefinitely is a wall through which moisture is continuously travelling, and the cause sits somewhere else entirely. What a render clean does is remove the organic growth and bonded soiling around it, and the wetting involved may temporarily redissolve surface deposits so they appear to go. They return once the wall dries out again.
